California's Green Building Initiative (Executive Order S-20-04) directs state agencies to implement all cost effective energy conservation measures (ECM) as identified to achieve the goal of reducing energy consumption in state-owned facilities.
"Cost effective" means the economic benefits derived from the ECM outweigh all of the associated implementation costs over the expected useful life of the measure.
The Life Cycle Cost Assessment (LCCA) model is a key tool in determining the cost effectiveness of implementing energy conservation measures, which can have a higher first cost than standard measures.
