Life Cycle Cost Assessment Model

The Governor's Green Building Initiative (Executive Order S-20-04) requires that the state of California implement all cost effective energy conservation measures (ECM) as identified to achieve the goal of reducing energy consumption 20 percent by the year 2015.

"Cost effective," as established by the Green Building Initiative, means that the economic benefits derived from the ECM outweigh all of the associated implementation costs over the expected useful life of the measure.

The Life Cycle Cost Assessment (LCCA) model is a key tool in determining the cost effectiveness of implementing energy conservation measures, which can have a higher first cost than standard measures.
