Baseline & Benchmarking: Measuring a Building's Energy Performance

Measuring how a state facility performs in terms of energy management involves tracking the building's energy profile over time in order to establish baseline data.

In addition to analyzing energy performance against a baseline, the State can use benchmarking to compare a building with properties of similar characteristics, such as climate, size, operations and age.

Baseline

The Governor's Green Building Action Plan directs State agencies to reduce energy consumption 20 percent by 2015 compared to a baseline year of 2003. The Department of General Services will collect and summarize energy consumption data provided by State agencies and will report annually on the progress toward attaining the energy reduction goal including recommendations on any changes in rules or procedures to ensure the goal is met.

Benchmarking

Benchmarking energy use at state facilities will help state building managers track and prioritize their energy performance efforts, identify buildings in need of improvement, and report their success in meeting the governor's goals: reducing the amount of power state facilities use while decreasing their carbon footprint.
