What is Environmentally Preferable Purchasing?

Environmentally Preferable Purchasing (EPP) is the procurement of goods and services that have a reduced impact on human health and the environment as compared to other goods and services serving the same purpose.

State Law Requires EPP

California law requires State government to practice Environmentally Preferable Purchasing. See Public Contract Code, sections 12400-12404 for more information.

EPP is the Smart Thing to do

EPP is all about smart purchasing. State buyers have a responsibility to buy products that give California the best value.

Environmentally Preferable products are long lasting, high-quality, less toxic, reusable, and easy to recycle.

Environmentally Preferable products use less materials, water and energy, minimizing the impact on California's natural environment.

EPP Best Practices Manual

The EPP Best Practices Manual is available to assist you in finding and selecting environmentally preferable products. The manual will help you:

  • Write environmental specifications into your bid solicitations.
  • Tap into Web sites and other resources related to EPP.
  • Choose more environmentally preferable products and services in numerous categories.
  • Become educated on the environmental impacts associated with the manufacture and purchase of numerous products and services.
  • Identify ways you can reduce waste in your office, shop, or facility.
  • Locate surplus and reuse programs to obtain low-cost or used equipment and supplies.

The State of California would like to thank the Solid Waste Management Coordinating Board of Minnesota for its Environmentally Preferable Purchasing Guide, which served as a valuable resource in the development of the EPP Best Practices Manual.
