California Office of Emergency Services (CAL OES)

California Governor’s Office of Emergency Services (Cal OES) operates 24/7, 365 days a year and is ready to respond at any time.

In July 2009, the California Legislature merged the powers, purposes, and responsibilities of the former OES with those of Office of Homeland Security into the newly- created California Emergency Management Agency (Cal EMA). However on July 1, 2013, Governor Edmund G. Brown Jr.’s Reorganization Plan eliminated Cal EMA and restored it to the Governor’s Office, renaming it the California Governor’s Office of Emergency Services (Cal OES), and merging it with the Office of Public Safety Communications.

Adding these additional offices created a substantial increase in Cal OES’ energy usage compared to the 2010 baseline. This creates a challenge to properly compare improvements against the 2010 baseline; however, with the energy-efficiency technology Cal OES is implementing, the organization as a whole will become a more energy efficient and environmentally friendly agency.

Currently Cal OES’ Mather Headquarters is taking historic steps to comply with the Governor’s Executive Order B-18-12. In 2012 when Governor Brown enacted the Executive Order for state buildings to “go green” Cal OES immediately started exploring alternatives for reducing energy usage.

Below are several projects Cal OES is working to reduce Mather Headquarters energy usage and conserve natural resources.

• In 2013 Cal OES initiated the Energy Service Company (ESCO) process to find energy efficiencies. Cal OES has also been working on the ESCO project with the company Enovity, Inc. This project provides a range of energy solutions such as replacing all lights with LED bulbs as well as installing a new energy management system which will significantly improve heating and cooling throughout the building.



• In 2013 Cal OES also Initiated steps to begin solar installation. Cal OES is working with the company Ecoplexus Inc. and is in the process of installing solar panels over the East and South sections of the staff parking lot. This will provide an estimated 68% reduction in energy usage over the next 25 years

Since 2003, Cal OES has increased in personnel size from 538 to 950 and office locations from 6 to 47.  As the premier Emergency Services agency in the country we continue to provide the best service to Californian’s and continue to seek out opportunities to find energy efficiencies while meeting our unique mission.
